Bill 10 Is The People’s Will – Lubinda

Chapter One Foundation Limited Headed by Linda Kasonde has petitioned the Constitutional Court for an order that Minister of Justice, Given Lubinda withdraws Bill 10 from the National Assembly, saying the process of its enactment and the proposals do not comply with national values, principles and provisions of the Constitution.

The NGO wants the court to declare that the President, Mr. Lubinda and the Attorney General, acted illegally by initiating legislation that does not comply with the national values and principles as provided in the Constitution.

Chapter One Foundation also wants the court to make a declaratory order that government cannot fundamentally alter the nature of the Constitution contrary to the will expressed by the Zambian people.

But the State through the attorney general Likando Kalaluka says the contents of the constitution amendment Bill No 10 of 2019 are submissions from the people of Zambia and the same submissions are the will of the people.
